Owner-side RFQ development, contractor-side bid support, and plant relocation are separate engagements. ERSA may connect RFQ and relocation work for an owner, but it will never work both sides of the same procurement.

Conflict boundary: no contractor bid support where ERSA developed the owner's RFQ, supports that owner's evaluation or award, or represents another bidder

Service and conflict distinction: RFQ development is not limited to relocation work, plant relocation does not require ERSA to develop the RFQ, and contractor bid support is accepted only after a conflict screen. ERSA will not represent both owner and bidder—or competing bidders—in the same procurement.

Aerial capture, photogrammetry, LiDAR, and related field technologies are used only when appropriate to the assignment, permitted by the client, site, and applicable regulations, and performed by authorized qualified operators.

Scaled to the assignment

Standalone when needed. Integrated when useful.

An owner RFQ assignment may conclude at award and execution handoff. A contractor bid assignment may conclude at submission or award transition. A relocation assignment may begin from an existing scope. When ERSA supports more than one phase for the same client, the same controls carry definition into execution and readiness.
